The 1,743-Citation Gap
AI literacy's own definition demands communication theory. Nobody has delivered it.
In 2020, Long & Magerko published what would become the most-cited paper in AI literacy. Their definition: a set of competencies that enables individuals to “critically evaluate AI technologies; communicate and collaborate effectively with AI; and use AI as a tool.” The paper has been cited 1,743 times. It lists 17 competencies. Zero of them are communicative.
That's not an oversight. It's a gap so large that an entire subfield has grown inside it without anyone noticing the walls are missing.
The Definition That Contains Its Own Blind Spot
Long & Magerko's “What is AI Literacy?” appeared at CHI 2020 and immediately became the anchor for everything that followed. If you're writing about AI literacy in education, policy, or design, you cite this paper. The definition is elegant. The competency framework is thorough. And the communicative dimension it names is completely unbuilt.
Here are the 17 competencies, organized into five themes:
Long & Magerko's 17 AI Literacy Competencies:
- What is AI? — Recognizing AI, understanding intelligence, interdisciplinarity, general vs. narrow AI
- What can AI do? — AI strengths/weaknesses, imagining future AI
- How does AI work? — Representations, decision-making, ML steps, human role, data literacy, learning from data, interpreting data
- How should AI be used? — Ethics, programmability
- How do people perceive AI? — Sensors, action
Count the communicative competencies. Recognizing AI — cognitive. Understanding intelligence — cognitive. Data literacy — cognitive. Ethics — cognitive. Every single one is a knowledge state: something you know about AI. Not one describes something you do with AI. Not one addresses how you talk to it, negotiate with it, adapt your communication strategy when it misunderstands you, or develop fluency in its particular modes of interaction.
The definition says “communicate and collaborate effectively with AI.” The competencies say “understand AI.” These are not the same thing.
1,743 Papers Later
Every paper that cites Long & Magerko inherits this gap. Cox (2024) builds a nested taxonomy — digital literacy → algorithmic literacy → AI literacy → GenAI literacy — with Long & Magerko as the anchor. Walter (2024) develops a prompt literacy taxonomy that's secretly a rhetorical ladder. Gagrčin (2024) critiques the entire field's individualism. All of them reference the definition. None of them fill the communicative hole.
This matters because the gap isn't just academic. It's practical. You can satisfy every one of Long & Magerko's 17 competencies — you can recognize AI, understand how it works, think critically about its data, reason about its ethics — and still be completely unable to navigate a multi-turn conversation with a language model. You can ace the test and fail the practice.
Conversely, someone with zero technical understanding of how AI works can be extraordinarily effective at communicating through it. We have empirical evidence for this. It comes from an unlikely source.
What Trans TikTok Creators Already Know
In 2022, Michael Ann DeVito published a grounded theory study of 17 transfeminine TikTok creators navigating algorithmic visibility. The paper, “How Transfeminine TikTok Creators Navigate the Algorithmic Trap of Visibility Via Folk Theorization,” wasn't written as a communication study. It doesn't cite communication theory. But it describes communication more precisely than anything in the AI literacy literature.
DeVito's participants developed what they call folk theories — informal models of how TikTok's algorithm works. These theories guided their behavior: which hashtags to use, when to go live, how to structure content to reach their communities without attracting hostile audiences. The folk theories weren't technically accurate descriptions of TikTok's recommendation system. They were communicatively effective models for navigating it.
The core finding: folk theories split into two types.
Actionable folk theories — “I can figure out how to work with this.” The algorithm has patterns. I can send signals (hashtag strategies, content timing, engagement patterns), observe responses (distribution patterns), and adapt. I'm in dialogue with the system.
Demotivational folk theories — “The algorithm won't listen.” Algorithmic paternalism restricts my visibility without explanation. My identity gets flattened into categories that don't match reality. Moderation happens without understanding my context. There's nothing I can do. The conversation is over.
Read that again through a communicative lens. Actionable folk theories enable ongoing dialogue — signal, interpret, adapt. Demotivational folk theories represent communicative breakdown — the system can't or won't understand my signals, so dialogue is futile.
DeVito's participants don't understand machine learning architectures. They couldn't explain how TikTok's recommendation system works technically. They would fail most of Long & Magerko's 17 competencies. And yet they've developed sophisticated communicative strategies for navigating algorithmic systems — strategies that determine whether they achieve visibility or get buried.
This is the empirical evidence that the 1,743-citation gap matters. The thing that determines who thrives in algorithmic environments isn't the knowledge-based competencies Long & Magerko enumerate. It's communicative competence — the ability to maintain productive dialogue with systems through the application layer.
The Communicative Fluency Spectrum
DeVito's actionable/demotivational distinction maps onto something broader. It's a spectrum of communicative fluency at the application layer:

The left column is what communicative competence at the application layer looks like in practice. The right column is what happens when that competence breaks down — or when the system makes it impossible to maintain. And here's the crucial insight: which column you end up in correlates with identity. DeVito found that transfemmes whose identities aligned more closely with platform norms — more binary, more conventionally feminine — maintained actionable theories more easily. Those facing intersectional barriers encountered more demotivational experiences.
Communicative fluency at the application layer isn't just unevenly distributed. It's distributed along the same lines as every other form of social inequality. The application layer doesn't flatten hierarchies. It reproduces them in a new communicative domain.
What Communication Theory Would See Immediately
The reason nobody has filled the 1,743-citation gap is disciplinary. Long & Magerko are in HCI and design. DeVito is in social computing. Walter is in education. Tour & Zadorozhnyy are in applied linguistics. Cox is in information science. Each of these researchers gets close to the communicative insight from their own angle, but none of them have communication theory in their toolkit.
A communication theorist would immediately recognize what's happening:
- Folk theorization is dialogic communication. DeVito's “folk theorization loop” — observe, theorize, behave, observe results, update — is turn-taking. Users send signals, interpret system responses, and adapt their strategy. This isn't metaphorical dialogue. It's actual communicative exchange mediated through the application layer.
- Hashtag strategies are communicative registers. When creators combine topical hashtags with identity hashtags to reach their community without triggering hostile audiences, they're code-switching — deploying different communicative registers for different algorithmic contexts.
- The “wrong side of TikTok” is communicative misrouting. Content reaching hostile audiences means the creator's communicative signals were misinterpreted by the algorithmic mediator, routing communication to unintended recipients.
- Algorithmic paternalism is communicative asymmetry. The platform unilaterally overrides the user's communicative intent. The user says “make me visible”; the platform decides “not to these people” — without explanation. This is one-sided control of the communicative channel.
All of this is invisible from within the AI literacy paradigm because that paradigm treats AI as an object to be understood. ALC treats it as a communicative partner to be navigated. The difference isn't semantic. It's ontological.
Filling the Gap: From 17 Competencies to ALC Fluency
What would the missing communicative competencies look like? Yesterday's post mapped Tour & Zadorozhnyy's Four Resources Model onto ALC fluency dimensions. That mapping still holds — and it fills exactly the hole Long & Magerko left:
The missing competencies:
Technical encoding — Understanding how systems parse your input. Not how AI works in general, but how this system interprets your specific signals.
Meaning construction — Building shared understanding with a system through iterative exchange. The back-and-forth where you calibrate your communication to the system's responses.
Pragmatic competence — Using system interactions to achieve real-world goals. Knowing which communicative strategies work for which outcomes in which contexts.
Critical awareness — Evaluating system responses as communicative acts, not just outputs. Understanding when the system is “listening,” when it's “misunderstanding,” and when the channel itself is constrained.
These four dimensions do what Long & Magerko's 17 competencies don't: they describe the interactional capacity that determines effective AI use. They're not knowledge states to check off. They're dynamic fluencies that develop through practice — like DeVito's creators developing folk theories through repeated dialogue with the algorithm.
Why This Matters Now
Today, the U.S. Department of Labor released its first federal AI literacy framework. Five content areas. Seven principles. It's the first attempt at national policy on what Americans need to know about AI.
The framework risks inheriting the same gap. If it follows the Long & Magerko paradigm — and it almost certainly will, given how deeply that paper has shaped the field — it will produce citizens who understand AI but can't communicate through it. They'll know what bias is but not how to navigate a biased system. They'll understand data but not how to make themselves understood to the systems that run on it.
1,743 papers have built on a definition that names communication as essential to AI literacy. The communicative dimension remains unfilled. The field defined what it needs and then forgot to build it.
Application Layer Communication is the framework that fills this gap. Not by replacing Long & Magerko's knowledge-based competencies, but by adding the communicative dimension their own definition demands.
